US House discusses Democratic ETS Plan
A new proposal by the Democrats is now in the House of Representatives. It demands an Emission Trading System by 2015 in the US which auctions 15% of all certificate (85% for free). I personally believe this to be way to little and soft. Read here.
Ok, it is good that the US is taking first steps toward institutional change, because technology alone won’t fix it, but this might not be enough. I personally think that an additional feed-in-law for renewables (garanteed price for green energy for some years -> more investment) could be added. The Boell Foudnation thinks so too (here). But we had some problems in Germany with both instruments because they tend to negate each other if not politics is able and willing to readjust when necessary. More green energy pushes the carbon-price down on the market, thus enabling more dity plants to be build/ operate longe.
