Japan announces -15% below (2005)
Japan has jsut announced its decision on how much it will try to mitigate. This is a crucial point in the negotiations. Is it enough to push the Bonn talks further? The range of -24& to +4% was on the table. They opted for -15% from 2005, meaning -8% from 1990. This is Kyoto… but we want to move FURTHER than Kyoto! Further they state that emissions have to peak in developed countries by 2015 and in developing countries by 2025. Both seems very unlikely but necessary.
Japan bound its target seemingly to the the demand that „all major emitters“ (China, China, China…) will contribute as well. Thus, Japan take the same step as the US. Let Obama move now and then Japan cannot hide in its shadow any more.
