SBSTA conlcudes: no conclusion
I am sitting here in the Plenary II of the MAritim Hotel in Bonn. The SBSTA meeting (one of the sub-bodys of the process here) jsut ended. different „contact groups“ (again smaller groups on more detailed issues) reported what was happening and how their drafts looked like. The SBSTA then is suppose to adopt them an give them to the COP (15, in Copenhagen) for adoption.
A lot of things were finalized but the important things were left open to the next SBSTA meeting (number 31 then). Among them:
– bunker fuels – how to deal with emissions form international aviation and shipping?
– CCS in CDM – is the capture of storage eligible for a CLEAN development mechanism Certificate? (Kuwait send special very much big thanks to the Chair – gosh what did they do in that closed meeting?)
– HCF-23 (a deadly climate gas) in CDM – some parties even suggested to fastly burn all HCF-23 so it is gone in 2013 and there is no problem any more. (expalnations: some CDM projects divert from CO2 and produce HCF-23 instead which is, in fact, even worse!)
– Reduction of Emissions from Deforestation in developing countries – approaches to stimulate action. No conclusion. How will they then manage REDD+, which includes also the question of degradation and conservation and sinks?
There are a lot of fields were to fight on. And time is running out. No big points were concluded. This leaves open if the deal gets bad in Copenhagen. But right now it looks as if nothing will happen.😦
